Reporting an urgent or emergency concern
If you believe that a child, young person or adult is at immediate or significant risk of harm, call 999 and report your concerns to the police.
If you have a concern about a child, young person or adult and need to complete a safeguarding referral, please contact the local council for the area where the alleged abuse, harm or neglect has taken place.

Once you notify the local council, they have a duty to respond appropriately, considering the views of the person concerned. They may start a safeguarding enquiry, or they may provide support from social care services or information and advice to help address and resolve concerns.
